Utility Templates (Order Updates & Confirmations)
What a WhatsApp utility template is and what you can send with one: order confirmations, shipping and delivery updates, refunds, account alerts, payment reminders, opt-in confirmations, feedback requests about a specific order, and messages continuing a conversation the user started elsewhere. A utility template must be non-promotional AND either specific to or requested by the user, or essential to them; any promo, upsell, discount, cart reminder or renewal push makes it marketing (since April 9, 2025 Meta approves it as MARKETING instead). Covers components (1 optional header, body up to 1024 characters, optional footer up to 60, up to 10 buttons), automatic re-categorization and misuse penalties, and pricing: charged per delivered message at the utility rate with monthly volume tiers; since October 1, 2026 utility templates sent inside the 24-hour customer service window are charged too (they were free from July 1, 2025); free only in a free entry point window.

A utility template is a template for messages that follow up on something the customer did or asked for: an order confirmation, a shipping update, a refund notice, a payment reminder, an account alert. Meta describes them as messages "typically triggered by user actions."
Utility templates have strict content rules. The moment a utility template contains anything promotional (a discount, an upsell, "you might also like"), Meta treats it as a marketing template instead. On price, utility messages are billed at their own utility rate, and they have monthly volume discounts that marketing doesn't have. But as of October 1, 2026, they are charged even when sent inside the 24-hour customer service window (see Pricing below).
What counts as utility#
To be categorized as utility, a template must meet both of these:
- It is non-promotional: no promotional or persuasive intent.
- It is either specific to or requested by the user (clearly about their order, account, service or transaction) or essential or critical to the user (for example, their safety).
Typical utility messages#
| What you're doing | Examples from Meta's guidelines |
|---|---|
| Order management: confirm, update or cancel an order, using that order's details | "Your order {{order_number}} is confirmed", "Your package is on its way. Your tracking number is {{tracking_ID}}", backorder notice, "Your refund for ${{amount}} has been processed" |
| Account alerts or updates about a product or service the user bought or subscribed to | Daily balance update, "Your monthly payment for {{service}} will be billed on {{date}}", low plan minutes, "Finish setting up your profile" |
| Opt-in management: confirm an opt-in collected elsewhere, or confirm an opt-out | "Thanks for confirming opt-in! You'll now receive notifications via WhatsApp." |
| Feedback surveys about a specific order or interaction | "You chatted with us recently about order {{order_number}}. How was your experience?" |
| Continue a conversation on WhatsApp that the user started in another channel and asked to move here | "I see you requested support via our online chat. How can I help?" |
Order and account messages must not promote, recommend, upsell or cross-sell products, include offers, or try to secure renewals. A general "tell us what you think" survey is not utility. It has to be about a specific order or interaction.
"Essential or critical" messages#
A non-promotional message can also be utility if it fits one of Meta's essential use cases: public safety (severe weather, crisis response), public service (health awareness, health emergency, voting registration, disbursements), public disruption (system outages, operational disruption), account or product protection (fraud awareness, product recalls, warranty alerts) and legal or regulatory compliance (identity compliance, privacy disclosures).
What is not utility#
Meta treats these as marketing, even if the customer asked for them:
- Mixed content: an order update with a promo, or a feedback survey with promotional content.
- Unclear content: a template whose content is only
{{1}}or "Congratulations!". - Retargeting: abandoned-cart reminders ("You left items in your cart!"), subscription renewal pushes ("Renew today to save..."), "we found a car that matches your saved search".
- Offers of any kind: discount codes, "as a thank you, enjoy 15% off".
When Meta changes a utility template to marketing#
Meta checks the category when you create a template and keeps checking after it is approved.
- At creation: since April 9, 2025, if you choose
UTILITYand Meta decides the content is marketing, the template is approved asMARKETING. It is not rejected. You can request a review up to 60 days from the date the category was changed. - After approval: Meta regularly re-checks approved templates. If a utility template should
be marketing, Meta gives 1 day's notice (by email, in WhatsApp Manager and through the
template_category_updatewebhook) and then changes the category toMARKETING. The template staysAPPROVEDand keeps working, but it is now billed as marketing. - Businesses that were warned for misuse: since April 16, 2025, the change is instant, with no advance notice.
Penalties for repeatedly mislabelling marketing as utility#
If a business keeps labelling marketing templates as utility, Meta can apply escalating restrictions:
| Level | What happens | How long |
|---|---|---|
| Warning | Written warning to account admins. Utility-to-marketing changes become instant. | Ongoing |
| Rate limiting | Utility message volume is capped within a rolling 24-hour window. Messages over the cap are rejected. Marketing and authentication are not affected. | At least 7 days, lifted once categorization improves |
| Utility restriction | All approved utility templates on the account are changed to MARKETING. New utility templates and category reviews are disabled. | 7 days (30 days for repeat violations) |
| Business portfolio restriction | Same as above, across every WhatsApp Business account in the business portfolio, if misuse spans several accounts | 30 days |
For how review and rejections work in general, see Template Review & Rejections.
How utility templates are priced#
Meta charges per delivered message, and the rate depends on the message category (utility here) and the recipient's country. Meta publishes these rates on its rate card. For the full billing picture, see Message Categories & Pricing.
| Situation | Charged? |
|---|---|
| Utility template sent to start a conversation (no open window) | Yes, utility rate |
| Utility template sent inside an open 24-hour customer service window | Yes, as of October 1, 2026. These were free from July 1, 2025 through September 30, 2026. |
| Utility template sent inside a free entry point window (the user messaged you from a Click to WhatsApp ad and you replied within the customer service window; lasts up to 7 days) | No |
| Message not delivered | No. Meta charges only for delivered messages. |
Volume tiers: utility and authentication messages (not marketing) get lower rates as your monthly volume grows. Volume is counted per market and category, across all WhatsApp Business accounts in your business portfolio. Only charged messages count, and the count resets at the start of each month.

Create a utility template#
POST /<WHATSAPP_BUSINESS_ACCOUNT_ID>/message_templates with "category": "utility". This is
Meta's example (image header, 4 named variables, footer, 3 buttons):

Meta re-categorized the template.

}Delivery time (time-to-live)#
If a message can't be delivered right away, WhatsApp keeps retrying for a period called
time-to-live (TTL). For utility templates the default is 30 days. You can set
message_send_ttl_seconds on the template to anything from 30 to 43200 seconds
(30 seconds to 12 hours), or -1 for 30 days. Use a short TTL for updates that go stale
quickly. If the template is later re-categorized to marketing, Meta clears the custom TTL.
Billing in the status webhook#
The pricing object in each status webhook shows how the message was billed:
"pricing": {
"billable": true,
"pricing_model": "PMP",
"type": "regular",
"category": "utility"
}category: "utility"means the utility rate applied.type: "regular"means the message is billable. As of October 1, 2026 this includes utility messages sent inside an open customer service window. Before then those showedfree_customer_service.type: "free_entry_point"means it was free because it was sent in a free entry point window.
Frequently asked#
What can I send as a utility template?
Messages about something the customer did or asked for, with no promotion: order confirmations, shipping and delivery updates, cancellations and refunds, account and balance alerts, payment reminders, opt-in confirmations, feedback requests about a specific order, and following up on a conversation the customer started in another channel. Essential alerts like fraud warnings, product recalls and outages also qualify.
Why did Meta change my order update template to marketing?
Most likely it contains something promotional, such as a discount, a "shop more" link, a product recommendation or a renewal push. Mixed content is marketing. Since April 9, 2025, Meta approves such a template as MARKETING instead of rejecting it. Remove the promotional part and create or edit the template, or request a review within 60 days if you think Meta got it wrong.
Are utility messages free inside the 24-hour window?
Not any more. From July 1, 2025 to September 30, 2026 they were free inside an open customer service window. As of October 1, 2026 Meta charges for them at the utility rate. They are still free inside a free entry point window, which opens when a customer messages you from a Click to WhatsApp ad and you reply within the customer service window.
Is a utility template cheaper than a marketing template?
Each category has its own rate in each country, so check Meta's rate card for the countries you send to. One difference that holds everywhere: utility (and authentication) messages get volume tiers, with lower rates as your monthly volume grows. Marketing messages don't.
Is an abandoned cart reminder a utility message?
No. Meta lists cart reminders as marketing (retargeting), even though they relate to something the customer did. The same goes for subscription renewal offers.
Can I send a feedback survey as utility?
Only if it is about a specific order, transaction or interaction, for example "How was your delivery of order 1234?". A general feedback request will not be approved as utility. A survey with promotional content is marketing.
Can I send OTP codes with a utility template?
No. Only authentication templates can be used to send one-time passcodes for identity verification.
How many buttons can a utility template have?
Up to 10, using call request, copy code, phone number, quick-reply and URL buttons. The body can be up to 1024 characters and the footer up to 60.
