Why WhatsApp Blocks or Restricts a Number

How WhatsApp enforces its Business Messaging Policy, Commerce Policy and Business Terms on the WhatsApp Business Platform: a warning first, then escalating blocks (1 or 3 days on template messages, then 5, 7 or 30 days on all messages, both also stopping new phone numbers), an indefinite account lock removed only by appeal, and finally a permanent disable; instant offboarding for severe harm such as scams or child exploitation. Lists the violation codes (ADULT, ALCOHOL, GAMBLING, SCAM, TOBACCO, WEAPONS and more), where to see them (Business Support Home, WhatsApp Manager banner, admin email, account_update webhook) and how to appeal (Request Review, usually 24 to 48 hours).

On this page

WhatsApp blocks or restricts a business account when it keeps breaking WhatsApp's rules: the WhatsApp Business Messaging Policy, the WhatsApp Commerce Policy, or the WhatsApp Business Terms of Service. Common causes Meta names are sending spam, putting a template in the wrong category, and selling things in high-risk categories such as adult content, alcohol, tobacco, drugs, gambling or unsafe supplements.

It doesn't happen all at once. The first time, you get a warning that names the rule you broke. If it keeps happening, WhatsApp blocks you from sending for a few days, then for longer, and in the end it can lock or permanently disable the account. You can see every violation in Meta's Business Support Home and appeal any you think are wrong.

The enforcement ladder#

Penalties grow each time an account breaks the rules again:

StepWhat happensHow long
1. WarningYou are told which policy you broke. Nothing is blocked yet.—
2. Template blockYou can't send marketing, utility or authentication template messages, and you can't add more phone numbers to the account.1 or 3 days
3. Full messaging blockYou can't send any messages, and you can't add more phone numbers to the account.5, 7 or 30 days
4. Account lockYou can't send any messages. The lock does not run out: only an appeal removes it.Indefinite
5. DisabledThe business is permanently removed from the WhatsApp Business Platform. This happens if it doesn't change after several warnings and blocks.Permanent

Two cases skip the ladder:

  • Severe harm. If there is evidence of a violation that causes severe harm to users, such as child exploitation, scams, terrorism or the sale of illegal drugs, WhatsApp removes (offboards) the business immediately.
  • Too much negative feedback. WhatsApp may also limit or offboard a business whose account gets excessive negative feedback from users.

Where you see a violation#

When an account breaks a policy, Meta tells you in several places:

  • Business Support Home in Meta Business Suite or Business Manager. This has the full detail and is where you appeal.
  • The Business Manager Notifications Center.
  • A banner in WhatsApp Manager.
  • An email to every admin of the Business Manager. Keep admin details accurate so these emails arrive.
  • The account_update webhook, if you subscribe to it (see below).

Each violation notice includes:

  • which policy was broken, with a link to it
  • examples of what that policy allows and doesn't allow
  • whether the account has any active restrictions, and what happens if it breaks the rule again
  • how to avoid future violations
  • how to appeal
  1. Open Meta Business Suite

  2. Go to Business Support Home

Click All tools in the left-side menu, then Business Support Home. (In Business Manager, click the All tools icon, three horizontal lines, at the top of the page.)

  3. Open Account Overview

Click Account Overview (the speedometer icon) in the left-side menu, if it isn't already open. Your violations and any active restrictions are listed here.

How to appeal#

If you believe your business really did follow WhatsApp's policies, you can ask for a review. The WhatsApp team checks your appeal against the policy and decides whether to reverse the violation.

  1. Pick the account

In Business Support Home, select the Messaging account that has the violation.

  2. Request a review

Choose the violation from the list and click Request Review.

  3. Explain and submit

A dialog opens in Business Manager. Add your supporting details and click Submit. The request moves to the In Review tab.

  4. Wait for the decision

The decision arrives in Business Manager and typically takes 24 to 48 hours. The violation is either left Unchanged or marked Reversed.

If a violation is reversed after an appeal or acknowledgment, the account goes back to the status it had before. A restricted or disabled account can still appeal or acknowledge its violations. Whether you can appeal, or only acknowledge, depends on the violation type and eligibility.

How to avoid future violations#

  • Read the WhatsApp Business Messaging Policy and the WhatsApp Commerce Policy, and Meta's FAQ article on complying with them.
  • Subscribe to the account_update webhook so you hear about a violation straight away.
  • Change what you're doing quickly after a warning, before blocks start.
  • Follow the best practices for high-quality messages in the WhatsApp Business Messaging Policy, including getting opt-in before you message people.

Technical detail: the account_update webhook#

Subscribe your WhatsApp Business account to the account_update webhook field (see Subscribe WABA Webhook) to get real-time enforcement events. Three events matter here:

eventSent whenExtra field
ACCOUNT_VIOLATIONThe account violated Meta policies or termsviolation_info.violation_type, one of the codes above
ACCOUNT_RESTRICTIONThe account was restricted because of policy violationsrestriction_info, a list of restriction_type + expiration (Unix timestamp when it ends), plus remediation_steps when Meta has some
DISABLED_UPDATEThe account violated Meta policies or terms; reports its ban stateban_info.waba_ban_state (DISABLE, REINSTATE or SCHEDULE_FOR_DISABLE) and ban_info.waba_ban_date

Frequently asked#

Why did WhatsApp block my number from sending messages?

Most likely your account broke the WhatsApp Business Messaging Policy, Commerce Policy or Business Terms more than once, for example by sending spam, using the wrong template category, or selling something in a restricted category. Blocks grow each time: 1 or 3 days on template messages first, then 5, 7 or 30 days on all messages. Check Business Support Home for the exact violation.

How long does a WhatsApp block last?

A template block lasts 1 or 3 days. A full messaging block lasts 5, 7 or 30 days. An account lock has no end date and is only removed by a successful appeal. A disabled account is removed from the platform for good.

Where can I see why my account was restricted?

In Meta Business Suite go to All tools → Business Support Home → Account Overview. You'll also see a banner in WhatsApp Manager, a notice in the Business Manager Notifications Center, and an email to all Business Manager admins. Developers can get the same events from the account_update webhook.

What does a violation code like GAMBLING or SCAM mean?

It names the policy area your account broke. For example GAMBLING means gambling, games of skill or lotteries that cost money, and SCAM means activity that promotes or facilitates scams. The table on this page lists every code Meta publishes.

How do I appeal a WhatsApp policy violation?

In Business Support Home, select the Messaging account, choose the violation, click Request Review, add your supporting details and Submit. A decision usually comes within 24 to 48 hours, and the violation is either left Unchanged or Reversed.

Can every violation be appealed?

No. Not all spam violations can be appealed. Then you have to wait for the restriction period to end before you can message again. Whether a violation can be appealed or only acknowledged depends on its type and eligibility.

My account was disabled straight away with no warning. Why?

For violations that cause severe harm to users, such as child exploitation, scams, terrorism or selling illegal drugs, WhatsApp offboards the business immediately instead of warning first. WhatsApp may also limit or offboard an account that gets excessive negative feedback from users.

If my appeal succeeds, is everything back to normal?

Yes. When a violation is reversed after an appeal or acknowledgment, the account returns to the status it had before.

Is a red quality rating the same as a policy block?

No. Quality rating and messaging limits are a separate system. A low rating stops your limit from growing; a policy violation is what triggers warnings, blocks and disables. See Messaging Limits & Quality Rating.
